As per the guidelines announced by the Central Government on 25.12.2019, the Central Government is committed to providing water to all households in rural areas through “Har Ghar Nal Se Jal” (FHTC – Functional Household Tap Connection) by 2024. The main objective of Jal Jeevan Mission by 2024 is to provide at least 55 liters of water per person per day to every rural household through tap connection.
Under Jal Jeevan Mission, the objective is to provide water to every household in all the Wadas/Padas of the district through individual tap connections in a phased manner. This is clarified in the guidelines of Jal Jeevan Mission. Also, the work of new and improved water supply schemes for such individual tap connections is being taken up in the annual action plans prepared by the districts.
Improved Retrofitting
The following measures are being taken to provide 55 liters of water per person per day through the scheme for the period for which the said scheme has been implemented or which has not yet expired and which is currently supplying water through shared/public taps.
The revised reconfiguration includes the provision of individual tap connections for existing schemes which are capable of providing 55 liters of water per person or can provide 55 liters of water per person per day by pumping hours/minor modifications.
In the above villages, if necessary, the work of expanding the distribution channels is also included in the revised reorganization.
New Schemes – New schemes are being developed with sustainable sources for villages where tap water supply schemes do not exist.
In the meeting of the State Cabinet held on 08/07/2020, it was informed that the Central Government-led Jal Jeevan Mission is being implemented in the State. Accordingly, the goal is to provide at least 55 liters of water per day to every rural household in the State through quality water tap connection by 2024. The Jal Jeevan Mission will be implemented by the Centre and the State on a 50:50 basis.
Action Plan
Under the Jal Jeevan Mission, water will be provided to every household through a functioning tap connection, so that every family in rural areas will have access to safe drinking water.
The quality of drinking water is expected to be at least as per Indian Standard-BIS:10500.
A baseline survey has been conducted to provide water to every household for the next 4 years through Functional Household Tap Connection (FHTC).
Under the Jal Jeevan Mission, every family will be provided with water through domestic tap connection by 2024. Accordingly, Village Level Plan (VAP) and District Level Plan (DAP) will be prepared. The action plan will include quarterly and annual plans and required funds for phased domestic tap connections.
Jal Jeevan Mission Implementation
The following types of schemes are implemented under the Jal Jeevan Mission:
Providing functional household tap connections through retrofitting under the National Rural Drinking Water Program (NRDWP), with availability of at least 55 LPCD of water.
In villages where there is a standpost tap water supply scheme, to improve such scheme to provide a functioning domestic tap connection to every house/family.
In the completed scheme, the per capita water supply is being revised to 55 LPCD instead of 40 LPCD.
Separate schemes are being implemented for villages where sufficient potable groundwater is available.
Separate schemes, including water purification projects, are being implemented for villages where groundwater is available but the water quality is poor.
Regional/village schemes (Water Grid) are being implemented for villages where water availability is low.
To provide permanent water supply to tribal villages/pades where there is no tap water supply facility and provide working tap connections to every house. To provide water connections to government ashrams, subsidy ashrams, government hostels, Anganwadis etc. Also, solar energy based tap water supply schemes are being implemented for remote/tribal wadis/pades.
Providing water supply by giving priority to slums and poverty-stricken villages.
